Position Summary：

We are looking for a Procurement Development Manager to support the establishment and localization of the procurement system for a manufacturing plant in Mexico, with a strong focus on transformer-related materials and supplier development. This role requires hands-on experience in supplier sourcing, cost reduction, and local supply chain setup.

Key Responsibilities：

Lead the end-to-end setup of the procurement system for the Mexico plant, including supplier sourcing, qualification, negotiation, and ongoing management.
Develop and manage local Mexican suppliers for transformer-related materials, including but not limited to:

Electrical steel / silicon steel
Copper wire / copper strip
Insulation materials (paper, board, oil)
Steel structures and casings

Implement multi-supplier strategies and continuously develop new suppliers to reduce cost and supply risk.
Drive annual cost-down targets and procurement KPIs.
Support greenfield or plant expansion projects, ensuring stable material supply during ramp-up stages.
Collaborate closely with engineering, quality, and headquarters teams to support material localization and supplier improvement.

承担年度降本目标及采购相关 KPI。
支持新工厂（Greenfield）或产能扩建项目，保障爬坡期物料供应稳定。
与工程、质量及总部团队紧密协作，推动材料本地化及供应商能力提升。

Key Qualifications

Must-have Requirements:

Bachelor’s degree or above in Supply Chain, Engineering, Finance, or related fields.
Minimum 3–5 years of procurement experience in a manufacturing environment.
Direct responsibility for annual procurement volume of USD 8–10 million or above.
Solid experience in supplier development, negotiation, and cost reduction.
Spanish as a working language; English or Chinese workable.
Ability to work independently in Mexico and manage local suppliers on-site.

Strong Preference:

Experience in transformer, electrical equipment, power equipment, or heavy manufacturing industries.
Familiarity with transformer raw materials (full or partial experience acceptable).
Experience in greenfield projects or localization initiatives.

Nice-to-have:

Knowledge of copper, electrical steel, and insulation systems.
Experience working with Chinese manufacturing companies.
Experience in government or utility coordination is a plus.

优先条件（Strong Preference）：

具备变压器、电气设备、电力设备或重工业相关行业经验。
熟悉变压器核心原材料（部分经验亦可）。
参与过新工厂建设（Greenfield）或采购本地化项目。

加分项（Nice-to-have）：

熟悉铜材、硅钢及绝缘系统。
有中资制造企业工作经验。
有政府事务或公共事业（如电力）对接经验者优先。
